Barry C. Tilton
Barry is the Technical Lead and Chief Engineer for a key program supporting a US Federal Agency. In that role he is working to coordinate intra-and interagency Digital Engineering efforts for the US DoD and Intelligence Communities. Model Based Systems Engineering, Digital Twins and related solutions are all in the framework he is coordinating.
He is also the President of IEEE-USA, and the VP of Industry Relations for IEEE/AESS. In addition, he serves as the Industry Engagement Chair for the GRSS/IGARSS 2026 conference in Washington DC, and has been a member of HKN Eta Chapter since 2019.
Prior to his time in his workday roll, Barry was the Technology Evangelist for Maxar Intelligence from 2020 to early 2025. In this role he advised both leadership and operational personnel on best strategies for linking the diverse portfolio of Maxar solutions in both the commercial and Government sectors. The subject efforts include advanced commercial imaging (spectral, infrared, SAR integration, super-resolution) 3D content creation, advanced georeferencing of multi-modal sensor data, space surveillance and integration with National architectures. During this time he also served as Director of IEEE Region 2, with concomitant duties in IEEE-USA and the MGA.
Prior to the merger of Maxar with Vricon, Barry was the CTO and Vice President of Engineering for Vricon, where he served as corporate lead for technical integration of Vricon 3-D content and development solutions for US Government customers. In this role he worked with the core development team in Sweden and the US production team creating new products and improving solutions for advanced models and other capabilities for US consumption. Prior to joining Vricon, Barry worked as the Chief Architect for Analytical Services at Integrity Applications Incorporated, supporting a classified program at the NRO and NGA.
He is a 40-year experienced technology leader, who supports the evolution of new strategies and resources for combining Geospatial Intelligence with other open and secure types of information and data, to improve insight and understanding. He is licensed as a Professional Engineer with current authorization to practice in Virginia. Barry hasalso supported programs both in commercial industry and within the US Government developing multi-INT solutions for several intelligence and defense applications. Barry earned his BS in Electrical Engineering from the University of Southern California and his MS in Electrical Engineering from Northrop University. He is a Certified Project Management Professional, Certified GEOINT Professional, Fellow of the American Geographical Society, and SAFe Agilist.
Outisde of his roles above, He is the Board Chair of the NGA Alumni Association, a certified Coach/Sport Coordinator/Webmaster and Newsletter Editor for Special Olympics Northern Virginia, and independently consults for the aerospace community under the banner Cras Ultra LLC.
Barry is married to the former Elaine Belen and has three grown children.
